Looking back at the issue process
presentation I believe it is up to the editors to determine when to move a ED
stage doc to WD. I think the main consideration there was simply that not too
many WDs were being produced that new ones came out before the last one was
reviewed.
When a new WD gets produced all pending
changes that are reflected there move to “done”. After the TC
reviews it and agrees those changes are reflected the “done” issues
move to “resolved”. That review isn’t officially spelled out.
I believe it was intended simply for someone in the TC to report back that they
were satisfied or not. I’m guessing this could be handled by asking for
someone to take an AI to review the done issues in the WD and report back. All
issues reflected in a CD get marked as “closed”. Since I just did
that review in updating the last issue list version it might be worth calling
people’s attention to on the next call.
So only the CD requires an official
approval by the TC unless I’m missing something.

Giving a restructured WD to the TC at the
earliest is a good idea. Any new issues can reference it for line numbers, etc.
The other new issues that were recently
(post CD 1) opened may need some careful handling by the editors (since
the line numbers, etc, would have changed) but I am pretty sure that
the editors team can handle that challenge without any guidance.
I don't see why a formal TC approval
of the restructured WD would be necessary.

we need a decision about the reordered WD - I say we make it available to the
TC for review - give 'em about a week or two (at most) and then vote on
approving it (if that's the process - dunno), and then we can move on to making
some of the other pending changes.
