References vs. bookmarks? OO question

Title: References vs. bookmarks? OO question

Folks, 

This is an OO question. I recall that Gil was complaining that the references to the "References" in the specs were not preserved when PDF is created. 

I noticed the way that refs are created are via using bookmarks in OO, not inserting reference fields/reference values. Does anyone know why this is done via bookmarks, but not actual references? 

It may be a mute point for PDF as neither of the formats work to get hyperlinks from pdf, either.
