file name for WS-RM namespace document

The first WS-RM namespace is:
http://docs.oasis-open.org/ws-rx/wsrm/200510

But when I resolve the URI I get back the file:
http://docs.oasis-open.org/ws-rx/wsrm/200510/wsrm-1.1-rddl-cd-02.html 

I think it might be a mistake to have "cd-02" in the file name of this
namespace resource since it is possible that the namespace document
would be the same for the next CD.

Did we actually approve this "alternate" name of the namespace document?


I think the file name for the namespace document should be exactly the
same as the namespace URI e.g.
http://docs.oasis-open.org/ws-rx/wsrm/200510.  

Can you help me understand why this alias was put in place here?
