On the first question:

I think the intent in the Naming Guidelines is that a "Latest Version: " URI
set will have three formats (or possibly two, if the editable source is XHTML):
HTML, PDF, editable source. The examples could be clearer, since they
envision the minimal case in which HTML == editable source, so the two
"Latest Version: " formats are PDF and HTML. See:

In the case of WSRM/WSRMP/WSMC, if the editable source is DOC, then the
"Latest Version: " URIs should be, I think:
