Hi Doug,
I haven't unzipped yet,
but the schema / wsdl *do* need the Notices section that's inserted as
a comment at the beginning of the files changed from the legacy IPR policy
language to the 4-15-2005 policy language ... I'm willing to go the extra
mile to get this out by end of day Monday since you're working hard to
get everything accomplished.

Here's CD5.3 with the changes Mary wanted. I did not update the schema/wsdl
as that was just a suggestion and I wanted to keep the diffs as small as
possible.
