CS/OS ballot restart

Based on some very minor bugs in the spec, we would like you to please 
restart the CS/OS ballot for WS-ReliableMessaging, based on the fact 
that we can restart it today and still make the deadline of the 15th 
March for submission.

Here is the updated ballot text with pointers to the latest drafts of 
the specification documents:

Shall the specification set listed below be approved as a Committee 
Specification by the OASIS Web Services Reliable Exchange (WS-RX) TC and 
submitted to TC Administration for OASIS Standard Vote?

This vote requires at least 2/3 of all WS-RX voting members to vote in 
the affirmative.
