given that we didn't have a namespace
change I think it would be more confusing to have multiple schema out there
for the same spec. I say overlay it.

One thing I noted is that the XSD and WSDL file byte counts are
different for (draft) CS01 WSMC than for (current) CD [1]. The directory
layout implies that the existing RDDL documents, XSDs, and WSDLs
would be overwritten if we did a straight install. We take fairly
seriously the rule about not overwriting files -- it's a matter
of supporting public audit.
One option to consider in this case (independent of the concern
to keep the CD-level XSD/WSDL files intact for WSMC) would be to
use a new directory for the /CS01/ and /OS/ files. That
would have the advantage of not cluttering and mixing up all
the CD/CS/OS files in each of the three directories
ws-rx/wsmc/200702/
ws-rx/wsrm/200702/
ws-rx/wsrmp/200702/
I've listed the 'WS-RX_CS-01_DirStructured.zip' structure below
so that it's easy to envision the result if you used /CS01/ and
/OS/ directories, e.g.,

ws-rx/wsmc/200702/OS/
Of course, we have to dereference from the 3x NS URIs to the
correct/latest RDDL files, irrespective of where they reside
on the file system. In fact, the average user will likely not
even know or care where the RDDLs are stored:
