Ballots now open

Note that new 
namespace documents were not included in the package; I'm still in the process 
of updating those for you but didn't want to delay getting the ballot up and 
running; I also noticed that the schema for wsrm had been changed so 
I've renamed the old one wsrm-1.1-schema-200702-11Feb07.xsd.
