Is there a requirement for the Sending Endpoint to assert ReliabilityQos level for a Sequence

This email is intended to start a discussion on the sender side issue of 
qos assertion.

The question is: Is there a requirement on WS-RX to allow a sending 
endpoint to assert the reliability Qos support required
on a reliabile message sequence?
