Editors mailing list is up

The WS-RX Editors sub committee is now active and can be reached from
the TC home page as well as directly at
http://www.oasis-open.org/apps/org/workgroup/ws-rx-editors/. 

I have added the spec editors, the chairs and the issues editor to this
sub committee.

Going forward, I request the editors to use the ws-rx-editors mailing
list for their discussions, which gets archived and remains visible to
the entire TC.
