Action item #0042

Title: Action item #0042

I took an action item to iterate our position on the semantics of anonymous URI to the WS-A wg[1]. 

I have submitted an email to the public comments list which feeds the CR issues [2]. 

As promised, I will try to get the discussion going at the WS-Addressing f2f this week. I will report after the meeting.
