Issue 106 Proposal 3

Since there seems to be little support for solving the
corner case I illustrated, I have attempted to modify the text attached
relative to CD03.

In summary, I have removed all description of “reliable
delivery” and have replaced them with “reliable transmission”,
have explicitly removed the operation or reliability of “Delivery”
from the scope of the specification, and have made minor adjustments in this
same spirit throughout the spec for consistency.

I hope that will improve understanding about what the spec
is about.
