Action item 05 is done

My action item to add a new issue for the editors to
update the schema and wsdl with OASIS boilerplate is done. That is now tracked
as issue 13.

Please note I won’t normally close an action until
the TC reviews it, ai-05 was tagged as closed because I was testing the new
rendering and forgot to reset it to open before posting.
