Proposed text for Issue 53 (Bootstrap Policy)

I have an action from the FTF regarding proposing revised text for the
description of sp:BootstrapPolicy. Here is the proposal;

Add the following text after the sentence at line 1105 of [1];

"It will typically contain a security binding assertion (e.g.
sp:SymmetricBinding) along with protection assertions (e.g.
sp:SignedParts) describing the parts of the RST/RSTR messages that are
to be protected"
