Title: New binding for STS starting the token cancellation process

Description:

Currently the WS-Trust spec does not provide a way for a STS to initiate
the security token cancellation. Only the client is able to cancel the
security token by sending a RST/Cancel message to the STS as described
by the Cancel binding in section 6. This issue proposes to add a new
option binding to the WS-Trust specification that will enable STS to
cancel the security token by sending a one-way message to the client
endpoint. This binding can be used only when the client has an
addressable endpoint that the STS can use to send a one-way message to
the client.

Proposed Resolution:

The proposal is to add a new section to the WS-Trust specification
describing the new optional binding. Attached is the detailed proposal
for the binding section.
