Line 174 references SOAP 1.1 and 177 references SOAP 1.2, but line 197 SWA and 278 SWA-Profile are specific to SOAP 1.1 only. The sp:Attachments is therefore specific to just SOAP 1.1. It should be generalized to be inclusive of SOAP 1.2 by referencing the
SOAP 1.2 attachment mechanism as well: Message Transmission Optimization Mechanism (MTOM).
