I have managed to create a project named "specifications"
in CVS.

Now you don't have to wait. Just check
out the spec and work on it. That's what good about CVS. It follows a
copy - modify- merge model, and allows multiple people to work on the
same document at the same time. When we commit the change back, CVS should take
care of the merge. It will make the situation simpler if we can try to avoid
change a same section.
