draft for approval at f2f

Hi,

There had been discussion about circulating
a "polished" draft of the spec including most of the issues that
have been closed so far this week so the TC could review and we could have
a discussion and approve it at the f2f.   I know the cvs system has
been creating difficulties - do you think this is still feasible?
