new version for upcoming f2f

Hi,

It just occurred to me that we should
have posted an updated version of the spec last week for review and approval
at the upcoming f2f.  

Prasad, 

you've usually been the one to do the
honors on posting the latest version.  Since you've just put down
the pen, we know there is no change in process - would you be able to post
it for us please? 

We can discuss the plan for reviewing
it on the call tomorrow.
