issues vs action items, who has the pen

This seems to be another case of an
issue that applies to the secondary deliverables (pdf, xhtml) and therefore
hard to address directly until we generate them.  I'm wondering if
these might better be action items that we can then go back and check on
when we're in the final stages.  

Let me know if anyone else has any ideas.
 

Dieter asked who would have the pen
next, but according to my records, he already applied all the resolved
R issues (Thanks Dieter).  So, I don't think we have any work pending
until the next call.  Let me know if I'm off base.

not found in section 12.4

This issue has been added to the wsbpel issue list with
a status of "received". The status will be changed to "open"
if a motion to open the issue is proposed and that motion is approved by
the TC. A motion could also be proposed to close it without further consideration.
Otherwise it will remain as "received". 

The issues list is posted as a Technical Committee document
to the OASIS
WSBPEL TC pages on a regular basis. The current
edition, as a TC document, is the most recent version of the document entitled
in the "Issues" folder of the WSBPEL
TC document list - the next posting as a TC
document will include this issue. The list editor's working copy, which
will normally include an issue when it is announced, is available at this
constant URL.

Description: The last paragraph of section 12.4 reads: 

A fault inside a termination handler MUST NOT be not propagated
to the enclosing scope (see section Error! Reference source not found.).
Other than that, all of the statements about fault handlers apply to termination
handlers as well. 

The section link should be fixed. This applies to the HTML
and PDF versions. Other versions might be affected too.
