[wsia] Scheduling the biweekly WSIA telecon

The timing of this call was changed during todays call to use the same slot
on people's calendars as the biweekly WSRP call (Thursdays at 12PM EDT) in
the alternate week. As a result the next call will be on 5/23 at 12PM EDT
.... callin numbers remain unchanged.
