[wsia] Re: change date on IPR statement

I have added the Web Collage IPR statement on the WSIA site. I am 
also taking advantage of this opportunity to let you all know that I 
have done it in a way that will allow us to simply add any new 
statements into that page, rather than recreating the page for new 
statements. And, lastly, shouldn't we be seeing more of these 
statements soon?
