Issue: wsdl:binding for WSRF messages

Issue: To ensure interoperability of WS-RF implementations, we need to
specify some constraints on the wsdl bindings for WS-RF messages.
Proposal: Each WS-RF spec that describes WS-RF messages (WSRF-RP, RL, SG,
BF) should state, for each message defined in that spec: "The XXX message
MUST be serialized in a manner consistent with a document-literal  binding,
as defined in WS-I Basic Profile 1.1, section 4.4."
