WSRF Primer ballot.

Folks,
As discussed on the last telecon, the WSRF Primer has been updated with
links to the final specs and with links to the complete XML examples. Some
of the latter will not properly resolve until we publish the contents of
the wsrf-primer-1.2-examples-wd-15.zip to the OASIS "docs" library. This
would usually happen after the TC has approved the document as a committee
draft.

I have started an electronic ballot for the TC to approve [1] as a committe
draft. If approved, this will complete the work on the WSRF Primer and Tim
will celebrate with a large beer.
