Preparing for Committee spec ballot of RMD

Dan, its all coming back to me now.
No updates to the spec are required BEFORE a CS ballot - we just vote to
approve the PR draft.
If the CS approval ballot is successful, then you need to produce the spec
with the updated CS metadata. So, nothing for you to do at present.
