I have posted an alpha version of the source code for my WSRM prototype.  See -> http://www.javector.com/.

This prototype is based on the initial WS-Reliability spec document that was donated to OASIS by the founding members of the technical committee.  I've posted a copy here -> http://www.javector.com/wsrm/spec/WSReliabilityV1.0.pdf.
