Draft charter for WS-Rm Interoperability Demonstration sub-group

OK, here 
goes.

There is some 
expansion on what Jacques last distributed based on what I think I heard during 
the last Telcon.

Not having done one 
of these before, I am not at all sure that this meets requirements, but I hope 
that it s a bit closer.
