Proposed Resolution for Rel38

Here is a proposed resolution for Rel38:

Title: Timestamp 
Description: Optionality
Need to specify that it should not be changed between retries.

Proposed Resolution:
Add the following text in section 3.1.5 Timestamp:
A sender MUST NOT change the value of Timestamp,
when it resend the same message.
