The word payload is used in the following lines of draft .998 without 
the word “business” preceding :

169, 170, 171, 172, 173, 176, 177, 178, 181, 376, 390, 403, 405, 418, 425

The two words “business payload” are used in the following lines of 
draft .998:
373, 401, 404, 408, 417, 415, 411

Proposal:

Change “business payload” to “payload” wherever occurring in the spec.

Add the following definition for Payload:

Payload: the contents within the SOAP body of a Reliable Message
