Editing Draft 1.01H Posted

I just posted editing draft 1.01H, reflecting changes agreed at the 6/08 
teleconf at:

For 1.01H  I:
1) backed out the edits in 1.01E that Doug raised objections to
2) Incorporated the agreed definition of Publish
3)  Changed "@foo attribute" to simply "@foo" wherever the redundancy 
appeared.
