[wsia] [wsrp-interfaces] stateChanged flag

Lines 18-22 of page 36 in the v0.3 draft spec discuss whether this flag is
needed OR whether the appropriate semantics can be carried by the presence
of the navigationalState field (ie. its absense is not "delete current
value", but "leave as unchanged"). Any thoughts on this?
