[wsrp-wsia] Changed start time for WSRP/WSIA TC call to 8:30 am PST /11:30 am EST / 5:30 pm CET, duration 1 h

Dear WSRP and WSIA TC members,

starting at December, 5th we begin the WSRP/WSIA TC calls at 8:30 am PST /
11:30 am EST / 5:30 pm CET instead of 8:00 am PST / 11:00 am EST / 5:00 pm
CET.

The duration will be 1 hour from now on.
