Old text: A Consumer MAY register itself multiple times to a Producer with
potentially different settings (e.g. security settings) resulting in
multiple registrationHandles

New text: A Producer supporting registration MUST allow a Consumer to
register itself multiple times with potentially different settings (e.g.
billing settings) resulting in multiple registrationHandles

Reasoning: Make it testable and clearer.
