Great summary.  

I would argue that cases 1 & 2 are essentially the same, except that 1
is identified as a special user, the Guest user.  My only point is that
the guest user might still have preferences.  (As an example, the guest
user on My Yahoo gets weather for San Francisco).  We should make sure
that any Anonymous identity does not preclude the sending of
personalization prefs.
