A correction to the minutes.  The statement that reads:

   "Rich indicated that WSDL supports sibling elements to the root
   'definitions' element of a WSDL document; this could be used to describe
   signature capabilities of the service."

should read:

   "Rich indicated that WSDL extensibility supports elements from other
   namespaces as children of the root 'definitions' element of a WSDL
   document; this could be used to describe metadata (including signature
   capabilities) of the service."
