The reasoning is that those127 chars are the most portable and can be put anywhere - URLs, db fields,XML in any encoding...

set,  so that the [handle/ID/key] length in bytes can be guaranteed to
be no more than 255 bytes [4K for ID].

Reason: Our reviewer could not understand why/what as 127 chars sounds
like a bit is being dropped.
