I think we should consider the way we use Leave Of Absence as a day-to-day mechanism for achieving quorum.
While I personally have no problem with people going to LOA and coming back multiple times, it is in contradiction to the OASIS regulations (http://www.oasis-open.org/committees/process.php#leaves), which casts a shadow of doubt on the validity of the quorum, or these people's later votes.
I suggest that you take the issue to the OASIS board, so that we can come up with a mechanism that will solve our problem while being acceptable to OASIS.
