[wsrp] Updated use statement

I certify that my company, Vignette Corporation, is successfully using the
OASIS WSRP v1.0 specification, as approved by the OASIS WSRP Technical
Committee.  This use is consistent with the OASIS IPR Policy.  We think that
this 
specification is ready to become an OASIS standard.
