RE: yesterday's discussion of null markup returned in MarkupContext. 

preferredTitle is a string (not LocalizedString), so the markupString/Binary == null rule should, in my opinion, not require that markupType must be null/missing whenever null/no markup is being returned. Consumers are free to ignore any value returned, as well as being able to handle missing values.
