Document Description:

This version includes the leasing, public parameters, getResource,

getPortletDescription and Property usage fields featrure proposals and
a

new section (3.9) which introduces the coordination mechanisms. 

This version also seeks to highlight all changed sections so that they

appear highlighted in the TOC.
