[wsrp] [CR304a] - Schema redefinition of WSRP types

The purpose of redefining these types
in a new  namespace is to make them usable by extension elements.
Beyond the obvious set contained in http://www.oasis-open.org/apps/org/workgroup/wsrp/download.php/11213/wsrp_v2_extra.xsd,
any additional types people would like to see in this namespace? Any comments
on what to call the namespace?
