[wsrp] Update on spec draft

I had commented at the F2F that I would
target distributing an updated draft on this Friday. I was on target for
that when inexplicably all tracked changes were lost. I had a backup copy
from Monday and so am restarting the process of incorporating the bulk
of the F2F decisions. I will distribute this as soon as I can.
