[wsrp] Link to new OASIS IPR policy

The new OASIS IPR policy can be found
at http://www.oasis-open.org/who/intellectualproperty.php.
The WSRP TC will be operating under the previous policy until at least
50% of our companies sign a new membership agreement. Once that happens
we will have the choice between the new IPR modes. The OASIS staff is required
to close any TC who have not chosen one of the new modes by April 15, 2007.
