OperationNotSupported fault

Since most of the optional V2 operations can now return an 
OperationNotSupportedFault, I think it would be consistent to let any 
optional operation return this fault.

Examples: getResource, handleEvents, initCookie, getPortletProperties, 
setPortletProperties (in case a producer supports portlet management but 
not explicit customization)

Any comments?
