Re: [wsrp] XSD PortletDescription.mayReturnPortletState should have default="false"

Our testing had indicated that specifying
the default attribute on a definition of an attribute item caused problems
for some of the common web stack's tooling. Hence the semantics of such
items have a default value while the schema does not specify it.

According to the spec this is optional with a default
value of false. 

However, the xsd doesn't have the default attribute.
