Just noticed that the namespaces used for the extra namespace are
inconsistent:

- The xsd uses "urn:oasis:names:tc:wsrp:extra"

- Sec 5.1 uses "urn:oasis:names:tc:wsrp:extra"

- Sec 3.3 and 12.2 use "urn:oasis:names:tc:wsrp:extra:v1"

My preference is to use "urn:oasis:names:tc:wsrp:extra:v1" through out.
