navigational public value descrtiptions - inconsistencies between xsd andspec

The PortletDescription type in the XSD contains the element
"navigationalPublicValueDescriptions" of type "ParameterDescription".
However in the spec section 4.1.16 PortletDescription Type we call them
"navigationalParameterDescriptions".
We should change the wording in the spec.

I think this is an oversight were the name was changed from public params
to public navigational values throughout the spec.
