1. Event payloads:
 - Key question is whether there are more positives to having the payload element name match the event name vs not matching. In particular, could we have the matching be a default action, but not required? 
 - Issues include event names in the empty namespace and lack of interoperability between different conformant Consumer implementations.

2. InitCookie is per Consumer Session or per authenticated session.
 - Rich / Mike (by email) ... think this is an area we left open to Consumer choice. How sessions are mapped to users is a Consumer implementation choice ... Nate will try to write up an errata providing examples of different Consumer choices.
