Fixed links

Included in our list of issues were two URIs that returned 404 errors when dereferenced. Although neither impeded implementations or disrupted interop, the TC agreed it would be a better user experience if they returned something helpful
 to a reader instead. Here are the URIs and their resolutions:

http://docs.oasis-open.org/wss/oasis-wss-wssecurity-secext-1.1.xsd will now return the schema file.

http://docs.oasis-open.org/wss/oasis-wss-SwAProfile-1.1.xsd will return an HTML page titled “XML Namespace for SwA Profile 1.1”.
