[xacml-comment] xpath-match

Reading the October 8th draft the examples refer to function:xpath-match,
but the document doesn't define that function. Perhaps the example should
read function:xpath-node-match?

I believe there's also some other typo's in the examples. A couple of the
xml namespace declaration attributes are missing quotes around their
values, and in a few places the xs namespace is refered to, but they
should probably be xsi.
